The Delaware General Health District came into existence in the early part of the 1900's after the flu pandemic which killed over 25 million people world wide, with over 500,000 dead in the United States. State government officials, following the flu pandemic and other serious health threats, realized the importance public health and the need for citizens to have a local governmental entity assist in keeping residents safe and well. Issues of water and food safety, communicable disease control and maintaining healthy environments all came together to have new laws written designed to protect Ohio's health. Authority for Health Departments throughout Ohio is found in the Ohio Revised and Administrative Codes. These laws and codes created health departments in local governmental jurisdictions. Ohio law allows for the creation of County Health Departments (serving an entire county), City Health Departments (serving one governmental entity) and Combined Health Districts (serving an entire county or portions of a county and at least one city). The Delaware Health District is a Combined Health District, serving Delaware County (except portions annexed to Westerville, Columbus, and Dublin), Delaware City and Powell.

Your Health Department is operated under the authority of State Law and the adoption of local regulations and resolutions which are voted on by your Board of Health, following community input. The nine community members who serve on the Board of Health are community volunteers. Individuals who become members of the Board of Health are appointed by four local governmental entities. Five members of the Board of Health are appointed by the Delaware District Advisory Committee (DAC). The DAC is composed of one member of each panel of township trustees, village mayors and a representative from the Board of County Commissioners. The Cities of Delaware and Powell also appoint their representatives to the Board of Health. Delaware City has two members, while Powell appoints one. The ninth member of the Board of Health is appointed by the Delaware District Licensing Council which is composed of four citizens representing the businesses licensed by the Health District. These licensed business owners represent all food services, campgrounds, pools and mobile home park operations throughout the health district. This group also selects one of their membership to serve on the Board of Health. Each Board member serves a five year term and can be reappointed to their position. Your Board of Health has representatives from diverse areas of the County and also work in a variety of fields which impact public health.

The Board of Health employs the Health Commissioner, Frances M. Veverka, MPH, who has served the Health District since 1981. She recommends candidates for positions within the health district who then have their employment confirmed by the Board of Health.

Your Health District employs over 60 full and part time professional and support staff who are "dedicated to fostering, protecting and improving the health and the environment of our residents and our community."
