Board of Health

The Delaware General Health District Board of Health is the governing body for the District’s health department. Responsibilities include establishing Public Health programs, appointing employment of staff, financial management and rule-making authority.

Board of Health members are appointed by elected officials who serve on the District Advisory Council or by the city they represent.

As a combined health district, the number of board members is determined by  contracts between the city health districts and the general health district (the area of the county exclusive of cities). 

In our health district the contracts call for two members to be appointed by the City of Delaware, one member to be appointed by the City of Powell, and five members to be appointed by the District Advisory Council from the remainder of the health district. 

A ninth seat is filled by appointment of the District Licensing Council.  The District Licensing Council is a group of four individuals who represent the business activities which are licensed by the Health Department.  These four persons are selected by the District Advisory Council to serve prescribed terms.

Among the board members, one position must be filled by a physician.  The state law also requires geographical representation from the area served.

Walter Ronald Threlfall, DVM, MS, PhD, DACT

Dr. Threlfall is Professor Emeritus from The Ohio State University, Department of Veterinary Clinical Sciences. He currently serves as Vice President of the American Veterinary Medical Association. He also is the representative for Boards of Health on the Ohio Association of Boards of Health.

Dr. Threlfall has served on the Board of Health since 1991 and has served as Board President for several years.

Patrick E. Blayney, P.E., F.ASCE

Mr. Blayney previously served as Chief Deputy Engineer for Delaware County for 5 years, after he retired from R. D. Zande & Assoc. Inc.,where he was Corporate Secretary and member of the Board of Directors.He formerly served as a Genoa Township Trustee for 20 years. He currently represents the Health District on the MORPC Community Advisory Committee.

Suzette Hall, RN
Thompson Township
Term Expires 2016

Ms. Hall has experience with Molina Healthcare and Grady Hospital. She is an ACLS (Advance Cardiac Life Support) and BLS ( Basic Life Support) instructor. Suzette has served on the board since 1998.

Rebecca Kidd, BA
Brown Township
Term Expires 2015

Ms. Kidd is associated with Cardinal Health. She has served on the Board of Health since 2011.

Jill Love, RN, BSN, MS
City of Powell
Term Expires 2016

Ms. Love is the Vice President for Cardiac and Vascular Service Line at Mount Carmel Health Systems in Columbus. Ms. Love has served on the Board of Health since 2006.

Dolores Smith, BA
City of Delaware
Term Expires 2015

Ms. Smith has experience in the Peace Cops as a trained volunteer in health and nutrition. She is bi-lingual with Spanish as her second language. Her previous employment includes PIN, Delaware City Schools, Department of Job and Family Services, the Delaware County District Library and she is now an active volunteer for many community service organizations. She has served on the Board of Health since 2007.

Joe Clase, BA, MPA

Mr. Clase is currently Assistant Administrator / Development & Zoning Director with Genoa Township.  He also serves as Chair of the Troy Township Zoning Commission, a rural community with 2,800 residents.  In his spare time, he serves as Zoning Administrator in Millcreek Township, a rural community of 1,700 residents in Union County, Ohio. He has served on the Board of Health since 2013.

Mark Hickman, MD
Delaware City
Term Expires 2016

Dr. Hickman is a family practitioner in Delaware and has  assumed the elected duties of Delaware County Coroner since 2005. He is a graduate of The Ohio State University College of Medicine and Public Health.
