Dr. Walter Ronald Threlfall, DVM, MS, PhD

Walter R. Threlfall, DVM, MS, PhD Dr. Threlfall has served on the Board of Health for 12 years. He resides in Liberty Township with his family.

Dr. Threlfall is currently Professor and Head of the Theriogenology Section in the Department of Veterinary Clinical Sciences at the Ohio State University. He has been with the University since 1972. He completed his Residency at the College of Veterinary Medicine at the University of Missouri.

Dr. Threlfall has served as Board president for seven years and also serves as Trustee for the Ohio Veterinary Medical Association and is a Delegate to the American Veterinary Medical Association.

Ed Miller

Mr. Miller is retired as the Environmental Supervisor, at the Ohio Department of Natural Resources after 28 years of service. He served as Environmental Supervisor providing coordination and technical oversight of the Ohio Soil Survey Program. Prior to this position, Ed was the Chief of the Medical Department at the US Naval Reserve for 14 years. He served as an Eye Ear Nose and Throat Technician in the US Navy Medical Corps.

Ed received his BS in Agriculture from The Ohio State University in 1970. He received a Certificate in Naval Medicine from US Navy Hospital Corps School, Great Lakes IL in 1972 and certified as an EENT technician at the US Naval Hospital, Bethesda, MD in 1972.

Ed resides in Brown Township.

Patrick E. Blayney, P.E., F.ASCE

Mr. Blayney is a retired professional engineer with R.D. Zande & Associates, Inc. where he was the Corporate Secretary and Risk Manager. He is currently employed with the Delaware County Engineers’ office. He is a inductee to the College of Fellows of American Council of Engineering Companies.

He received his degree in Civil Engineering from the Ohio State University in 1964. He is a registered Professional Engineer in Ohio, West Virginia, and Kentucky; and a Professional Surveyor, West Virginia 1995. Other professional affiliations include Columbus Consulting Engineers Association; American Council of Engineering Companies-OH; and American Council of Engineering Companies-National (ACEC).

Mr. Blayney's public service includes 20 years as Genoa Township Trustee and a 14 year member on the Delaware County Regional Planning Commission (DCRPC).

Pat has served on the Board of Health since 2000. He and his family reside in Genoa Township.

Dr. David Nardin                       

Dr. Nardin retired from his Delaware family practice in 2005. He obtained his medical degree from The Ohio State University, Columbus, Ohio and served his residency at the US Public Health Service Hospital, Norfolk, Virginia

Suzette Hall, RN

Suzette Hall has been with Grady Memorial Hospital for 23 years. For the past 14 years, Suzette has functioned as the Nurse Director of the Out Patient Service at Grady. Prior to this position Suzette worked in the emergency room, in the medical-surgical unit, and the intensive care unit.

She received her Associate Degree in Applied Science from Ohio University in Zanesville in 1977 and a Bachelors of Science in Nursing from Franklin University in Columbus in 1994. She is a ACLS (Advance Cardiac Life Support) and BLS ( Basic Life Support) instructor.

She and her husband have resided in Thompson Township for the past 14 years. Suzette has been a 4-H advisor for the past 19 years and prior to that she was a 4-H participant. She is an advisory member of Job's Daughters and her church youth group.

Randy Smith, CLP

Mr. Smith is the District Licensing Council representative to the Board of Health.

Randy is currently Recreation Service Director for the City of Delaware Parks and Recreation Department. A position he has had for two years. Prior to coming to Delaware, he was Recreation Superintendent for the Parks and Recreation Department for the City of Suffolk, Virginia. He brings to Delaware 23 years of management experience in municipal and non-profit recreation. Randy received his BS in Recreation from Eastern New Mexico University in 1973.

Randy is a member of the National Recreation and Parks Association, Virginia Recreation and Parks Society, Texas Recreation and Parks Society, National Ski Patrol and the National Youth Sports Coaches Association.

He and his family reside in Delaware City.

Dr Charles Reiner, MD


Dr. Reiner, a long time resident of Berlin Township, has served on the Board of Health since 1986. His current term expires in 2008.

Dr. Reiner is retired from Children's Hospital where he was a pathologist for 29 years. He also served as an Associate Professor at the Department of Pathology at Ohio State University, Adjunct Associate Professor at the Department of Pediatrics at the Ohio State University and also Clinical Professor of Pathology.

Currently Dr. Reiner is a member of Child Abuse Committee; Legislative Committee, Ohio; Tobacco Free Tomorrow Coalition; Central Ohio SIDS group; Franklin County Child Death Review Team; and Delaware-Union County Child Death Review Team.

Jill Love, RN, BSN, MS

Ms. Love is a graduate of the University of Pittsburgh and The Ohio State University. She is the Director of Cardiac and Vascular Business Development at Mount Carmel Health Systems in Columbus. She was a member of the steering committee for the American Heart Association’s Women’s Heart Health Initiative and actively participates with the initiative. Past memberships include the American Association of Critical Care Nurses and Sigma Theta Tau. Ms. Love has served as a member of the Advisory Board for the Franklin University nursing program and representative for Mount Carmel Health System to Powell Chamber of Commerce.

Ms. Love serves the Board of Health as the City of Powell representative. She resides in Powell with her family.

Dolores Smith, BA

A Delaware City resident for 24 years, Ms. Smith holds a BA in English and History. She spent three years in the Peace Cops as a trained volunteer in health and nutrition. She is bi-lingual with Spanish as her second language. Ms. Smith is an active community volunteer for Red Cross, Church Women United, HelpLine, Delaware City Schools, PIN, the Free Store and the Ecumenical Youth Council. Her previous employment includes PIN, Delaware City Schools, Department of Job and Family Services, the Delaware County District Library.

Ms. Smith serves the Board of Health as the Delaware City Representative. Her term Ends 2010
