Frances M. Veverka, MPH, RS
Health Commissioner

Ms. Veverka holds her Masters Degree in Public Health from the University of Michigan School of Public Health with a program emphasis in planning and administration. She holds her baccalaureate degree from Bowling Green State University, Ohio, where she majored in Biology and Speech, and minored in Chemistry. With over 30 years of experience in public health, she has worked for the Lucas County Health Department and the Ohio Department of Health in Environmental Health, and has served as Health Commissioner of the Delaware General Health District since 1981.

Ms. Veverka has held numerous leadership positions state and national public health and environmental health associations. She served on and chaired the Executive Board of the American Public Health Association, largest public health organization in the world with over 30,000 members. She has also served as President of the Ohio Public health Association, the Ohio Environmental Health Association, and the National Conference of Environmental Health Administrators. She has held gubernatorial appointments to three statewide Ohio boards (State Board of Sanitarian Registration, Private Water Well Board, and Radiation Advisory Council) spanning several years. Locally, she has participated in the Family and Children First Council and the associated Council Of Governments, serving as President of the COG for two years. She has served on the United Way Board and chaired the campaign committee. Her service in Rotary Club of Delaware spans over a decade, and she has served on the Board of Directors as well as chair of committees. She is serving as Club President for the 2009-2010 Rotary year. Service on various environmental and other advisory boards is ongoing. In all of these capacities she has worked with others to find ways to improve community service and has a great familiarity with the programs available to the community.

 

 

Nancy Shapiro, MA, RN
Assistant Health Commissioner, Personal Health
 
Ms. Shapiro received her Bachelor of Science in Nursing at William Paterson College of NJ and her Master of Arts in Public Administration from The Ohio State University.
 
Ms. Shapiro is a former President of the Olentangy Rotary Club and the Ohio Public Health Association.  She is currently the Affiliate Representative to Governing Council for the American Public Health Association and is the Chair of the Great Lakes Coalition of Public Health Associations.  Ms. Shapiro will serve on the Committee on Affiliates for the American Public Health Association beginning in 2010.  
 
Ms. Shapiro continues to be an adjunct faculty member for the College of Nursing at the Ohio State University.

 

Stephan Ruckman, MPH, RS
Environmental Health Director
 
Mr. Ruckman received his Bachelor of Science in Environmental Science with Distinction and his Master's in Public Health from The Ohio State University.
 
Mr. Ruckman is a former District Director and President of the Ohio Environmental Health Association.  He is currently the Public Affairs Committee Chair for the Ohio Environmental Health Association and a member of the Ohio Department of Health School Environmental Health Rule Advisory Committee.  He has worked for the Ohio Environmental Protection Agency and the Perry County Health Department prior to joining the Delaware General Health District in 1997.

 

Dave Knowlton, BS, MSA,
Operations & Finance Director
 
Mr. Knowlton received his Bachelor of Science in Finance from The Ohio State University and his Master of Science in Administration from Central Michigan University.
 
Mr. Knowlton is a member of the Sunbury Galena Rotary Club and is Vice President/Treasurer of the Sunbury Mills Home Owner Association.
 

 

Joan Bowe, RN
Personal Health Director

Joan Bowe, RN, BSN  Director, Personal Health

Ms. Bowe received her Bachelors Degree in Nursing from The Ohio State University. She has worked at the Delaware General District for 14 years.

Ms. Bowe is a member of the Ohio Public Health Association. and Chair of the Adult Immunization Coalition of Central Ohio.
