Shelia Hiddleson, RN, MS
Health Commissioner

Ms. Shelia Hiddleson holds her Masters of Science in Administration from Central Michigan University; with a program emphasis in healthcare administration. She holds her baccalaureate degree from Wright State University, Ohio, where she majored Nursing. With over fourteen years of experience in public health, she has worked for the Clark County Combined Health District as the Director of Nursing and Personal Health and the Champaign Health District as the Health Commissioner.  She has served as Health Commissioner of the Delaware General Health District since January 2013.

Steve Burke, RS, BS
Environmental Health Director

Mr. Burke Received his Bachelor of Science degree in Environmental Health from Ohio University and an Associate Degree in Environmental Health from Hocking Technical College.

Mr. Burke serves as the agency representative for the Delaware County Regional Planning Commission. He began his career with Delaware County in 1983 at the Olentangy Environmental Control Center prior to moving to the Health District in 1986.

Dave Knowlton, BS, MS
Operations & Finance Director

Mr. Knowlton received his Bachelor of Science in Finance from The Ohio State University and his Master of Science in Administration from Central Michigan University.

Mr. Knowlton is a member of the Sunbury Galena Rotary Club and is Vice President/Treasurer of the Sunbury Mills Home Owner Association.

Joan Bowe, RN
Personal Health Director

Joan Bowe, RN, BSN Director, Personal Health

Ms. Bowe received her Bachelors Degree in Nursing from The Ohio State University. She has worked at the Delaware General District since 1995.

Ms. Bowe is a member of the Ohio Public Health Association and Chair of the Adult Immunization Coalition of Central Ohio.

Jen Keagy, MPH, CHES
Assessment, Planning & Education Division Director

Ms. Jen Keagy attended Youngstown State University and received her Masters of Public Health from Youngstown State University and her Bachelor of Science in Applied Science with a focus on Community Health and her Bachelor of Arts in Health Education K-12. She is also a Certified Health Education Specialist (CHES).  She has over 13 years of experience in public health, and has worked in a variety of settings at the local, state, and federal levels. Ms. Keagy also serves as an adjunct faculty member for the Department of Health Professions at Youngstown State University.
