Plumbing
The Delaware Public Health District Plumbing Unit inspects new plumbing in residential, commercial buildings and medical gas installations in Delaware County except in the cities of Columbus, Dublin, and Westerville.
The plumbing inspectors assure the installation meets the State of Ohio Code requirements. These inspections also help to protect your health and your family’s health, assure the quality of the water you drink in your home, and protect the community water source, such as Del-Co Water Co. or Delaware City Water, from cross connections.
While enforcement comes to mind when you think of inspectors, our inspectors like to utilize education opportunities to help achieve compliance. Our inspectors perform consultations with plumbing contractors as well as homeowners to discuss issues that arise during a job.
If you are submitting a plan review request(commercial only) or are requesting a permit, please be sure to include all of the below or your applications/inspection will be rejected.
Plan Reviews:
- Complete the Plumbing Permit Application form
- All plans must be attached electronically. DPHD will no longer accept non-electronic plans.
- All sheets shall include the project address (incl. parcel or suite), signed and dated PE stamp (if applicable), designer license or certification number, drawing scale, sheet number, sheet title, issue date.
- Plan reviews shall include all applicable plumbing design information:
- Horizontal Main and Branch Piping for all Plumbing & Medical Gas Systems.
- Vertical Risers for all Plumbing & Medical Gas Systems.
- Pipe Sizes on all horizontal pipe segments andvertical risers.
- Plumbing Fixture Tags W. All Drains (floor drains, garage drains, hub drains, trench drains, roof drains, etc – w/Tags).
- All Scheduled Plumbing Equipment & Scheduled Valves (w/Tags).
- Notation Indicating all Floor Drains, Floor Sinks, and Other Indirect Receptors will be Served by a Trap Primer or other approved trap seal protection.all Appliance or Equipment with Plumbing Connections including kitchen equipment.
- Backwater Valves.
- Code Specific Dimensional Requirements.
- Key Plan/Control Lines (for large projects where a floor level does not fit on a single sheet).
Scheduling appointment
- Once your application and permit have been approved, select the “Plumbing Inspection Schedule” on the right.
- In order for an inspector to approve an inspection, the following will need to be completed.
- All weight bearing equipment that inspectors will be using shall be in safe, working order. This applies to ladders and stairs, which must be anchored appropriately and not off the ground without support.
- Examples that will result in a red-tag inspection.
- Building cards and permits need to be on site.
- All fees need to be paid prior to inspection.
- Testing quipment must conform to OPC 312.1.2 and 312.1.3.
- Any test media that shall be done in an unsafe manner or exceed the test equipment shall be rejected.
- Any portion that is being inspected(underground, top out and final) that is not compliant or completed to section 312 of the OPC.
- Examples that will result in a red-tag inspection.

– A partial inspection can be scheduled ahead of time if the above cannot be completed.
